You should check one of my last discussions because I was affraid of the same thing, the "not receive" thing and the people toll me that don't worry, If you send a request of new winner, you'll haven't problems ^^ and, if the request was because the winner have one or more of the pack you raffle, they'll acept your request (you can check that in the rules ^^)

I have a problem. My first giveaway on SG was from a bundle containing 4 games. When I got in touch with the winner, I saw he has 3 of the 4 games, so I decided it wasn't fair giving him the bundle. I explained to him the situation and he not only knew that it's against the rules regifting games, as he said he's done it several times, so he should receive everything despite already having the games. He got pissed and said he was going to complain, but since I didn't do anything wrong and he did, I ignored him. I requested a new winner and waited. But a week went by, the moderators haven't yet given me a new winner and the guy marked the gift as not received. He knows well why he didn't receive it.
Anyway, I want to know if, when I receive a new winner, this classification disappears or stays there. Should I wait to get a new winner or should I open another ticket explaining the situation?
