2 reasons for a game to get into a bundle:
- being in a bundle on a low tier (trust me on this, complicated)
- getting a price discount of 95%
never retroactively.
the only reason to retro a game into the list is if there was a 95% sale that support missed (only one man is doing that list) and someone notified them about it. so it can be retro. but is unusuall.
so everything you give when it's not bundles (made the GA for, it doesn't even have to end before the bundle) is fine

Retroactive in the sense that the addition to the bundle list will track back to the moment of the sale/bundling, not the giveaway itself if it occurred prior. As TinyPurple said, the CV remains unless the base price drops (not a discount) or there is an issue with the steam API.
