You are the GA creator. This is the text. How do you interpret it?
I just had a long chat with the winner. He explained his point of view further and I'm now pretty sure that this unpleasant situation resulted from a combination of (1) me not making it clear that I will contact the winner rather than the other way around, (2) the winner expecting that people who are seen on Steam as Online are actually available for chat, (3) the winner not knowing what to say when he initiated the chat and awkwardly choosing the wrong words, feeling they they are lighthearted and not understanding how they can be perceived, and (4) the winner, as a new user, not knowing what's accepted and what isn't in terms of rushing GA creators.
Bottom line: Key delivered, activated and marked as received. All's well that ends well :-)

Ok, with this background it looks less rude, but still, what are 4 minutes? I often am online on Steam chat just because I have the store opened on one of the tabs, or I was checking something on mobile auth and turned it off after that (and surprisingly steam still shows me as online for few next minutes) or I'm really online but I went to grab a coffee or am listening to music and not looking at the monitor or watching long video on youtube and ignoring all pop-ups on screen. Like really, I can understand sending another message when the first one is left without the answer, but rather after an hour+ than few minutes.
And yes, we should all be aware that in text communication everything is harder to, well, communicate and leaves many more field for interpretation than e.g. speaking. So many dramas in my life caused by that :(

These are good examples for why Online status doesn't necessarily mean available-to-chat. Every parent would have plenty more. I think most users don't religiously switch to Away every time they move from the keyboard, and this apparently isn't obvious to those who do.

My educated guess from the first part of the chat would've been an impatient kid... the second part just confirmed it.
Because Steam shows someone as online, doesn't mean they're actually online, especially with that fucking mess of a mobile app.
Displeased after waiting 7 minutes? I would've made them wait the allotted 7 days, to show them true displeasure (hoping they'd win the game in another giveaway to ask for a re-roll).
Displeased winner, if you're reading this, please be patient next time, because as stated in the rules:
Giveaway creators are allowed one week to send the gift after the giveaway has ended.
Depending on the type of gift and the giveaway creator, you might receive the gift to the e-mail address you have listed on the account page, a key might be added beside the gift you won, or the giveaway creator might have sent you a friend request on Steam to make the exchange.
Please remain patient, and do not contact the giveaway creator during this time. If the gift is not received after one week, you can mark the gift as not received, and attempt to contact the giveaway creator on Steam to follow-up.
And try to fit their shoes: how would you react if someone contacted you moments after your giveaway has ended, to pressure you into giving them the gift?
I bet you wouldn't find it too amusing, if at all.

if I would be in a bad mood, I would wait - until I'm in a considerably better mood, or 7 days, whichever comes first :D
If I'm having an okay-good day, just shrug and send it . I usually add the key to the GA at creation and send it here on SG, so it1s just a click for me

Unless cases of misbehavior (like being impatient) are valid to make a re-roll?
I really don't mind if they are impatient, my winners are the winners, fair and square... Being visited by the Space Cat against 10-20... 100 users is challenging enough, hehe.

Give game, blacklist, move on. I suppose that's how I would do it. I think I'd send them a message about how I felt, and my reasoning behind blacklisting them if possible. Some people are just ignorant... some people change, some people never learn. What can you really do? I do know that without mistakes and pain, I wouldn't have been able to learn very much in life, if anything. Our choices are our own though when all is said and done.

I woke up few hours later, seen those messages and sent that gift with a week delay, maybe I regret about it now but such words made me angry a bit ¯_(ツ)_/¯

I don't think any of these comments were even that rude. Some people are just like that, unless you make giveaways just for praise, send him his game and get on with your day.

I had what might be equated to a similar experience a while back when I traded a bit. I wound up in three trades at once. I completed my first trade and the trader immediately asked me to give the feedback. I explained that I was in two other trades at the moment and when I had finished all three I would give everyone their proper feedback. They then proceeded to threaten to report me for not giving feedback at their behest. I pointed out their intimidation wouldn't work and that support wouldn't do anything because I haven't broken any rules. They then say they've taken a screenshot and that they're going to report me. I moved on to the other trades and gave the feedback a few hours later.
So in your case I would probably see it as at least a bit rude but so long as they don't start to get aggressive I'd probably just let it roll off my back as someone who is just impatient. I might chastise them a bit before giving the key but otherwise just move on. As you said, all's well that ends well. I can't waste my energy on all the idiots in the world. Though admittedly, with my personality, I'd probably fume about it for a few days before being able to fully let it go.
