There are reports of Russian people having issues with some sites - some requests are stuck on pending status thus sites can't load. There are rumors already they are about to activate the Sovereign Internet Law (ed. March 11 to March 15, to be precisely), which will effectively make it unavailable to access non-Russian sites from Russia (because all requests are proceed in Russia, VPN is useless).
