Call of Duty 4: Modern Warfare is probably the most emotional game I've played. Seriously. All that drama (I don't want to spoil it for people who haven't played it yet) at each act's end. I wasn't expecting this from a FPS.

Solitaire is very emotionally

Since you don't specify on which platform, I will name some console games as well.

The obvious:

-Silent Hill 2 and 3

-Silent Hill: Shattered Memories (has THE best emotional story IMO, I cry like a baby about the ending every time I play it through)

-Metal Gear Solid 3 (was the first game that made me bawl my eyes out, even fucking Snake cries at the end, so it's legit)

Braid, EarthBound, Planescape: Torment, Grim Fandango, Soul Reaver 2...

Nier. It is not on PC, but if you play through and get all 4 endings, I can guarantee there will be a spot in your heart for all of the characters. Trust me. :)

im no good at this thing but i could say, maybe, cave story (there is a free and a not free version, the game is the same) has a good story and maybe is what you are looking for.

The HL2: ep 2 ending was quite moving for me

I'm a huge fan of The Walking Dead. It might not move you to tears(yet), but I got really invested in the characters and the story is great.

Why the fuck has no one played NeiR? It has the most compelling story line EVER. If you have an Xbox or a PS3, GET IT NOW! I guarantee that it will bring you to tears, especially after the fourth ending. :'(
