Imo, a far better system is to have a minimum steam age which should be easy to see thanks to the age badge. But even that will stop working after people's fleet of throwaway accounts become the right age. Any library value under like a grand will do next to nothing to stop the bad apples, it is far too easy nowadays to quickly inflate your library value without spending a single penny thanks to greenlight giveaways and you can get hundreds of dollars added to your account value for only a few bucks during a steam sale.

Why not introduce a limitation instead (sorry if someone else suggested this, I am too lazy to read atm xD), something like "for those who have not given away one non-bundle game (or have X cv), they can only enter X number of giveaways at any one time.

I would say $150-250, based on the giveaway value of the games (max %20 value via bundle or free games). If possible look up when they added the game to their library or first played it (free weekends would make this weird though unless they are also tracked) to decide if it should be counted as a bundle game (if it wasn't a bundle game at that point in time). Maybe the value should be %10 or more than the current average giveaway value of the libraries of current users (could be only active acounts or all accounts not banned).

Why not go the extra distance and make it so you have to buy things from steam itself for that 200 unbundled value? Oh wait most of the people talking about leechers were leeching off of the RU store.

Better way is to limit games won : giveaways created ratio, 3:1 for example. After you have won three gifts you cannot enter any more GAs until you make a GA yourself. Bundle games are OK but not the ones that were handed out for free.

This is exactly why a contributir option is there.
Making the minimum value increase won't stop leechers.
And the minimum value is only there to stop people from spamming accounts

Everytime I see these kinds of threads all I can hear is "Wahhh... I'm not winning enough free games"

there will never be a perfect number,

the current system already has it flaws, i know people with 35+ games that cant get on here because they mostly bought and play games that got bundled later on, sad for them but rules are rules, increasing library value will just increase this.

the fact that CV is open to set for all give aways creates the option to block out 'fake' accounts. but as stated thats for the giver to decide..
