28 Days Later, yes. 28 Weeks Later, no. It was one of the worst sequels I've ever had the misfortune to watch (and I've seen Taken 2!)

If you haven't seen the new Evil Dead already, you really gotta see it! It's not really scary but it's one damn good gore fest :D

Trick r' Treat is pretty awesome, it's a funny halloween movie.
When I saw Prometheus in theatres, the second half of the movie really got me on the edge of my seat.
Oh yeah, also Alien Resurrection is old but awesome and has aged surprisingly well!
Helldriver is a low budget Japanese gore movie and it is hilarious.

SAW, I don't really care if you count that as a horror movie or not. I don't like these excorsism movies, they actually scare me enough to go completely nuts in my head. I can't sleep at night after watching those, SAW is good though, all of them. Orphan is also a good one.

Can't say I've ever been terrified by a movie, but I highly recommend Carpenter's The Thing and In the Mouth of Madness. If you're looking for something more recent, go with The Descent (stay away from the sequel).
EDIT: Oh, and after you've watched a bunch of horror movies, watch The Cabin in the Woods. :D

I usually just find horror movies really funny but the funniest 'horror' movie I've seen is 'Sinister', it's just so bad. Another one that I found funny was 'Nightmare on Elm Street' (2010). Though there is one movie that I have found genuinely scary, was 'The Exorcist.'

The Black Swan. While not prototypical horror, I did find it very interesting and disturbing and some of its imagery makes you shudder.

I don't tend to watch horror films, but the ones I've seen are all supposed to be 'classic' / shit-scary horror films, and none of them have really scared me.
Paranormal Activity was hyped up as being super-mega-scary and when I watched it with friends we sat there thinking it was a really low-budget porn film then later realised and were not bothered by it at all. We didn't know what it was because we found a USB drive in the accommodation's common room next to a Xbox 360, so we plugged it in and found this movie file with no name, just a string of numbers. Decided to watch it and it didn't have a title screen or anything.
Texas Chainsaw Massacre (think it was the 2003 one) was all right, but really predictable so not that scary.
The Shining was possibly the best one I've seen but not scary really.
28 Days Later I found a bit boring and stopped watching after a while (everyone I was watching it with gave up on it as well).
SAW 3 (if you can class that as a horror film) was good, but not scary.

I second The Shining. While not exactly scary, it's probably one of the most unsettling movies that I've ever seen. Kubrick really knew his horror tropes.
