I find it strange. Mostly with shipment. Fill your order with GA winner adress or first order it for yourself and then send it? And what about shipment fee? If this isn't actually an 'error' then I think we won't be seeing GAs for this often. I would say only few, at max.

Even if it was genuine there'd be major complications over the "exists in account" rule, and how you're not supposed to enter for stuff you already own. It's not going to show in your Steam library I'd have thought, or it would stop you buying more than one for yourself.

I don't either, but would SG be able to, or willing make a separate rule that treated giveaways of this specific item differently from everything else on the site?
You win a controller, ,mark as received - then would it let you win again? Can SG bothered with the hassle?
How would CV be handled? You give one away, it gets marked as received or not - where's the proof the winner received it or didn't?

I think we're misunderstanding each other here.
A controller is not a game, a giveaway for 1 could be exploited and having more than 1 is useful, I agree with all of that.
What I'm saying this that site has CV, yes? One of the reasons why a person must activate a win on their account is to stop people creating fake whitelist or privategiveaways amongts alternative accounts or a group of friends. Steamgifts can check if a person activated the game or not, and if one person kept giving to a small group of people who never activated anything then it would become obvious that the person making the giveaways never owned the games in the first place and that the giveaways were set up purely to gain CV.
If SG allowed controller giveaways there'd be no way of stoppping someone setting up that small private or whitelist giveaway group and making giveaways for controllers that never existed. The winner couldn't show it was in their account (or that they received it) and therefore someone making a number of genuine controller giveaways inb a small group would exactly the same as someone making a bunch of fake ones for the same group.

The solution is rather simple. Controllers' giveaways don't give any CV at all, you make them only because you're feeling generous. That way it won't be exploited.
After all, the objective of the site is to gift games on steam. This would only be an special case in which people will be allowed to use the system in place to determine the winner instead of making out a simple forum GA.

I don't know if you guys already noticed, but when you create a giveaway for this (awesome) community, you can choose to give away a Steam Controller. Isn't that great?
