There seems to be 4 new campaigns (one for each of the new civs) as well, but nobody knows for sure about the new contents yet since it hasn't been officially released.

In my opinion it's not new content. But maybe I used wrong words to describe.

For example Diablo 3. In Vanilla there's no adventure mode, but in RoS there's new adventure mode.

The campaigns most likely come with their respective civilizations, as it's always been.

Yes, I think you definitely are using the wrong word there. There's heaps of new content there, the biggest being the part I bolded - 4 brand new (and fully voiced) campaigns. Could you explain more about what you mean?

Do you mean you are looking for new multiplayer gameplay modes? e.g. Like adding a "King of the Hill" or "Capture the Flag" mode to a game which only had "Deathmatch" and "Team Deathmatch" previously?

Friendly reminder for fellow achievement hunters: there's one which can now be (legitly) unlocked only by prepurchasing a new DLC, or buying it while it's still new (within one month from release, if I remember correctly).

Speaking of the DLC, it's nice to see continued support for an ageless classic, and with actual useful content, instead of the cosmetic fluff and pay-to-win content that's so commonplace nowadays.

Devs thought it would be nice to reward early buyers with an exclusive achievement... they stirred up a shitstorm, so to mitigate damage, the achievement can now also be gotten by preordering DLCs or buying them early (at least, it should).

Well, African Kingdoms was released a year ago, if you wanna get technical. ^.^
Also worth noting that African Kingdoms was initially very negatively reviewed due to a ton of bugs and significant gameplay imbalances. While the Steam reviews seem have dramatically improved since then, there's so many spam reviews that it's hard to tell if the issues actually were fixed sufficiently or not.

If you haven't already, I'd suggest looking at African Kingdoms to see what the new expansion may be like, and also to delay purchasing the new expansion until you can determine if it'll have the same launch issues the last expansion had.

Technical[ly speaking], definition: A statement based on a legal, finely detailed, highly precise, or strict interpretation of the matter in question

In this usage, the phrasing indicates that I was making a note that a DLC had already been released recently, and that this was surely a continuation of that effort, in contrast to the implied sentiment within the topic thread that it was a fresh approaching of the series. In other words, I was noting that if one was to be precise, then the topic thread was lacking some details to that effect (and thus was a remark on the phrasing there, rather than on the OP's knowledge).
There was no criticism or doubt or argument involved, the phrasing I used makes it clear that my comment was just a way of asserting that the OP may (or may not) have been aware of the fact I was detailing, but that I was just mentioning it to be precise.

As far as the rest, it's not my place to make assumptions on the OP's knowledge, so I attempted to respectfully detail what I knew about the situation without offering any implications either way (eg, "If you haven't already").
Hell, I know I personally need to be reminded on things I already know plenty enough, so hopefully it wasn't too unhelpful. :P
