It seems like you already found someone, but for next time I'll let you know that an easy workaround for this issue is to create a new steam account in the country where the code will activate using a VPN (there's some free VPNs that valve doesn't detect, you just need to do a bit of googling to find which), then once the new account is set up and F2A activated (use email F2A, not phone) you activate the codes and add your main account as a friend. Then you just need to wait for I believe one or two weeks until the new account is fully unlocked and able to use the market, buy a few tradable items (TF2 keys are recommended), and trade them to your main account once the escrow on them is lifted. The process takes a few weeks and you lose a bit of the money to the market fees but it's a pretty efficient way to work around their region restrictions.

Well saved enough diamonds for the 25x pack. And got lucky, got 2 $10 and 1 $5 steam cards. One of the 10 didn't work for a few days, it kept giving me an error saying they didn't have keys for that reward, but it worked when I tried it today.

Gamehag, maybe? Although it's not in a great state right now, I was able to get a Steam Wallet Card and a few games there for free. The problem is that not fulfilling tasks such as surveys or playing/downloading apps within a month could lead to a transformation into a toad, which will steal 100 gems every week from you. Normally, it would only take 50, but it's broken. Also, there's no support, and your rewards occasionally get refunded.

Yeah, its not great. I find Survey sites to be particularly egregious, where you could spend hours trying to fill out a survey, only for them at the last second to go "no sorry, we're not interested" and you get nothing.

Usually you can claim the pack but not open the Diamond Quest Card to not trigger the 2 days countdown, but also don't wiat too long to open it since the promotion could expire as well, sadly no way to tell when the promo is going to end.
But at least 5-7 days time is safe to say won't be expired after the promo starts

My LootBoy account is set to America but my IP address is coming from Korea (South, of course!), so I don't know how I'm treated by the app. It seems like I don't see a lot of stuff America is supposed to see, so I'm thinking maybe I'm Korean to them.
Anyway, the quest works for me. It seems it's split up as 2 quests each worth 25 diamonds. The first quest just requires you to reach level 1 (which you either start there or get there very fast, so it's easy). You have 2 days to do it. I sent my picture proof, was approved, and got my diamonds.
Quest 2 is to reach level 8, which is a bit more of a grind. But there is a timer of like 9 or 10 days for this one, so you have much more time. I just got there this morning and submitted my proof, so we'll see how long it takes to get approved. First one seemed like pretty normal speed, so it seems being on their deathbed has not affected the review period too much.

Bit of SS trivia: Jaguar Cars, manufacturer of two of my most fav cars ever (The E-Type and the XJ220) started as SS Cars before WWII. In 1945, after the war, SS was mostly associated with the hitlerian SS, thus the company changed its name. Since many SS Cars had Jaguar in their name, the choice was Jaguar Cars.

Well, many cars have the SS mark, "super sport", specially Chevrolet Camaros and Chevelles, but also from other brands (Dodge was one? Can't remember), and you'd be surprised to see it in modern cars (I found 2 Bugattis and 1 Mercedes Benz). Censorship related to publishing the game in Germany, maybe? You wouldn't been able to do it in 1945, but later the sensitivity changed and was more open.
