Oh! Thanks for the answer. Now I get it! That was smart... I've never played Club Penguin so I wouldn't have figured it out. I did figure it had something to do with penguins and tuxedos, but I couldn't go past that.
This puzzle kinda failed because people were able to find the code just writing "tic tac toe cypher" on google.
That made me feel dumb ðŸ˜

Oh... I read the answer now. I would never get there because I thought the Italian name for Tic-tac-toe (Tris) was an English word :)

So I immediately recognized the Cypher and actually got to a tic tac toe translator it in like 30 seconds. Except the arrows for the case are reversed. Shouldn't an up arrow mean upper case? What am I missing?
I tried https://www.steamgifts.com/giveaway/ivUfr/ yesterday and it didn't work for me. Still doesn't. I know it's me. I wan to know what I am doing wrong? I would appreciate any help from anybody.
Some of you might be entertained by some red herrings I chased:
I tried to move modally on the tic tac toe cypher based on the arrows. Then cyclically, then reverse.
I did some PigPin Cypher analysis because I thought the bird might be a Pidgin and that sort of rhymes with Pigpen. Making the tic tac toe cypher a decoy.
I tried to reverse or advance the letters alphabetically based on the arrows.
So that picture of the two men is actually the famous footballer David Beckham and his Son who is named Brooklyn. I found the original I figured out where it was taken and chased that for a while. I also tried to find a connection to Brooklyn? Lol. that was a huge one.
I couldn't find the damn bird though. I looked a LOT. I think it's got a green screen background? Or is it a nature photo?
You really got me spinning. It was fun for a long while.

Uhhhh, you had the upper casses and lower cases reversed. There's was probably a typo somewhere :c

I came to a story in which Beckham and his wife used a cream made from nightingale droppings (the bird in the picture looks like a nightingale). At one point, I thought about penguins and the south pole, but decided that Beckham's face was not accidental here. As a result, I was left sitting in a cage with nightingales

Like, the only thing I did was giving my honest political opinion on a gaming forum and got blacklisted by some rando (first image), I still have to find them to blacklist in exchange. I need my own revenge plot, like Jhon Wick an his dog.

The other day I made a discussion with my apolitical opinion on puzzles, and you know what the majority anwered? "No, you suck!", like, can you believe that? I tell my opinion and people instantly jump to personal attacks, not my opinion. But the person behind it (second image).

EXACTLY, they share what they love. So i decided to make "Lexbya's choice train". A refined selection of le hidden gems choosen by me and my limited funds. So there are some bundled and other that never were (or at least not recently). They just need to solve the puzzle at the bottom. (third image)
Btw, ZPE, if you are reading this. This psychoanalized you to make a puzzle you and specifically you wont' be able to solve so just don't try at all.
I'm gonna start adding some hints and might edit the photo mostly because I really want ppl entering.
Hint 1: Google is your friend, try to get some keywords.
Hint 2: There are two keywords, one in the upper part and the other in the inferior.
SOLUTION:
The code was encripted with the Tic-Tac-Toe Code. A code used in Club Peguin by the secret agency there. They key to solve this was to deduce tow keywords and put them in google who would show you how to decode it. The upper half was suppossed to be "penguin" with the south compass, the icey background and the bird in a tuxedo. And the second one was "tic tac toe". The red arrows point the upper and lower cases. This puzzle kinda failed because people were able to find the code just writing "tic tac toe cypher" on google.
