Ok, after checking with the majority of lists, I suspect it is Prey. Possible I'm wrong as I didn't spend a great deal of time checking. To be clear, I haven't solved it, I just applied logic and which people have and don't have the game and checked through the lists.

I'm sure I'm close with the shifting of letters by 69h but can't get anything sensible, could we get one more hint or a letter/number from it?

OK, so the giveaway ended, so here's solution:

It was simple XOR cipher. So you had to do XOR ​​each value with 69 (hexadecimal) and then convert it to ASCII. Some of you were very close, you just made ​​shifting instead of XOR.

The main idea of this puzzle was:
base 16 - hexadecimal numbers
$69 - hexa 69

Originally I wanted to give you help and rewrite that sentence to something like:

"Message from base 16: To win this EXCLUSIVE game, you have to pay $69 for a letter, OR [some blablabla]", but there was enough successfull solvers, so i decided not to give any hints.
