As long as it's a ROW copy and you don't use VPN to activate a restricted copy you're fine!

you get banned for using VPN to activate and/or play games (and even that only in very few occasions). you don't get banned for activating and playing a game someone bought in another region and gifted to you. region free steam gifts are the same everywhere, so don't worry.

on another note, trading is never "safe"

I bought one without problems. anyways if you own the 3 games is really cheap.
