Steam prices tracking sites don't show any mass discounts during spring, so no.

There never were any spring sales, but since Amazon made that "End of February" sale (really, I think only more reason-less sale would be "another working week sale") developers might want some more money in spring and ask Valve for something.

Especially since now Steam Sales doesn't have anything that makes them really cool, no achievement hunting or anything like that, just cheap games.

Yes, there will be many Easter sales. Just go to Walmart or a grocery store the day after Easter and look for candy. It will be on sale.
