There's nothing worse than winning a public gibs with a lot of entries for a game you really want and then getting a reply like that. I know that people usually say- well it's not like you actually lost anything as it was supposed to be a gift and you just didn't get it, but of course you'd feel sad because you've won fair and square, just like all the other people who entered the gibs of someone who's normal and get the game in the end.
As for the Steam level, like MuahahahaMeow said, it has nothing to do with SG. Sometimes even a high lvl on SG isn't absolute assurance that you're dealing with a normal person who's here like the rest of us to share games; that's probably why most of the community has moved over to whitelist and group gibs. No to mention that it's great to see someone who you've spoken to on the forum winning your gibs :)
