There was an article a few years ago that tried to explain it. Seems no one in particular is at fault, or making the extra money, just a lot of little things that add up.

Movies, books, hardware etc. In the end it's just greed. All the old excuses people have given can no longer be applied in the digital age.

I mean with WatchDogs the price for complete was cheaper than the single game,

The price error exist only in Australia, but the game purchased in that country can be activated worldwide. Of course you need to find an Australian who can buy the game for you.
EDIT: Seems like cross region trading is disabled, any one can confirm this please?
