I think it has to do with HumbleBundle instead of SEGA as so far in my experience they are the ones that basically has all the region restrictions when it comes to games.

Yeah that’s why other stores have region restrictions - because of Humble’s policies. lol, don’t be naive. It happens with a lot of Japanese games, I wasn’t just singling out SEGA in my original comment.

Ahem, not to be hostile but look regional restriction happens when there is a reason which is obviously related to law.
Now for an argument here I just went to deals and saw an post - (https://www.steamgifts.com/discussion/llpBX/humble-bundle-march-2023-humble-choice-40-april-leaks) just check and tell me which ones are Japanese made. Also no not a lot of stores has region restrictions when it comes to digital keys for games. There is a reason why HB gets those region restrictions, it is not because the game was made by a Japanese company.

Odds are it's mostly about contractual reasons. There's some platform(s) that have the exclusive Japanese distribution rights for PC.

Back in the 8 bit 6502 home computer era sports games were the only thing that could and usually did destroy actual Atrai digital joysticks. These sticks were hardcore, solid copper contacts on four sides, diagonals meant that two of them had connected. These things were built to last a decade or more, and they generally did. Unless you played a sports game regularly.
Because you can't really run faster by precisely turning here or there, you won the race by moving your stick from left to right as quickly as possible. Then it would switch to up and down.
When you're intentionally and intensely trying to hit each opposing contact one after the other as fast as possible it's nearly impossible to not also do so as HARD as possible. People would smack their stick left and right so hard that eventually a copper contact wound up breaking the plastic peg it was moored to. This never really happened in any of the other types of games I used my joysticks with on my Atari 800XL.
My brother-in-law gave me at least one sports game he'd copied off of his friend via the floppy drive mod he'd installed on mine. This was a revised chip that enabled the drive to successfully reproduce error sectors with a nibble copier. Luckily I got bored of that game the first time I played it. I'm about 95% sure the game was something along the lines of "Summer Games" without ANY reference to the Olympics, because getting that license would've cost serious money for Sierra or whomever.
