If you have removed just one of these games from the bundle then you are not allowed to gift it away according to this rule;
"Do not misrepresent the title being given away."
Since the bundle is incomplete then the title is misrepresented.
There is onle one Double Fine Bundle on Steam right now and that one does contain Brutal Legend. Since the old bundle does not "exist" anymore, you then have to follow up on the new bundle.
look at the top of this page... how much price this giveaway? is it $29.99 or $44.99? if it is 29.99 then it is an old bundle... if it is 49.99 it is the new one..
