This is a steam gift. Due to latest change in Steam's gifting policies, I am not sure whether the winner can receive the gift or not.
So before entering this GA you have to agree on the following clause:
If the winner is not able to accept the gift you agree on allowing the GA creator to re-roll you or delete this GA

The change has pretty much affected SG too looking at the community stats and graphs.

Nah, there are other countries too. Take mine for example. I live in Vietnam, which belongs to SEA region on Steam. But since Steam doesn't have its own store for my country, we have to use the same store and pricing as in the US. So I'm not able to receive anything from other SEA countries, but can still accept gifts from friends in the US, Norway and some others.

Same for me... I'm from Nepal and according to steam I don't belong to SEA too. I guess I can gift to others who don't have fixed region and use US currency.
