Are you sure? I'm asking because I already own a copy of this bundle and I didn't buy it in Germany or live anywhere close to the place. All my games are playable. Is it because you bought it from German Steam store?
EDIT: According to the steam store and steam database, it is actually the other way around. It says ;
"This package can NOT be purchased in specified countries" and "This package can NOT be run in specified countries" and in both cases it is only Germany in the list.

the country restrictions are due to censorship the germany version must for example never have referances to hitler for example another could be how gory the game is allowed to be, the usa typically allows much more gore than other countries

That's because in steam store you are seeing a different version. Since he bought it from Germany his copy can only be used in Germany. When you go to the store you see a different version, that is available for everyone except those in Germany.

You should delete this and recreate it as a invite only GA and then drop the link in a forum with a topic like "Eidos Anthology giveaway - Germany ONLY!"
There are many people here, who use scripts to enter GAs or simply don't take the few seconds to read the description and if someone not from Germany wins it you have to provide him a working ROW copy (support won't reroll the winner in this case).
There is an option to create giveaway for you steam account registration country, so I can create giveaway only for Poland, because I live here and my Steam account is registered here, you can created giveaway only for you country, so if only OP has Germany account (and his account is for sure German, if it wasn't he would get the pack for the rest of the world) he can create giveaway only for Germany.
You can only do region restricted GAs for countries listed on the creation page.
Poland is an option propably only because of a) Cenega and their RHCP restriction on games from PKK and b) Bethesda who also implemented this restriction on FO3/NV and Dishonored (I think Skyrim also used it).
Ohhhhh.... Well pardon me, I though that this is just an option for your registered country and it changes depending on this, I actually didn't known that games are Poland region locked. (and therefore thought that there is no reason for the Poland giveaway restriction)
It's not really Poland-locked, but Russia, Hungary, Czech and Poland (and apparently also Slovakia) locked, but SG doesn't acknowledge all of the countries (maybe because Russia would have 2 locks? I don't know).
But I like the idea of being able to do a restricted GA for the country your Steam account is assigned, regardless, if it's on the curresnt list.
Hey, I believe you should not create this as a public GA. Maybe the private GA option as some people above have pointed out is the best option for you.

You are looking on a wrong package, because it's region restricted there are different games in package so there is different package ID: https://steamdb.info/search/?a=sub&q=Eidos+Anthology
