No need to worry. It just doesn't have a store page in Germany (because of spicy). The key might activate fine.
In the past I won Postal 2 on SG and I activated it without problem, despite it having no store page in Germany just like this game.

Hey, the key will in fact not activate in Germany, which goes against the rules of the train :/ (Germany is top 5 of SG userbase)
A low violence version of the game exists for them but it was not offered by Humble/Capcom and it will not replace the ROW sub.

Maybe I've bought it (the franchise bundle?) as gift from my alternate account in the Netherlands, don't remember though. But it might explain, why I own it on my main account, despite the key restrictions.

Train only limits region restricted content ("No region restrictions."), not region blocked content (note, those are different concepts, despite the similar naming, and thereby are typically referenced seperately. Fundamentally, a region block is equivalent to a lack of release to a specific country, and it'd be a bit extreme to limit a game's access on SG just because it wasn't released in a particular country; Comparatively, region restricted keys are typically exclusionary, with ROW/WW keys typically existing that could give access to users from all countries).
As a long-standing rule SG events don't restrict region blocked content, as it'd completely remove some games or even categories of games from being offered, while it's simultaneously intuitive for people of that region to confirm that they can't enter in the first place (unlike with region restrictions, where you'd need to go through SteamDB to really get any idea).
In short, it's not against the rules of the train as they're written, so if you feel it's warranted then that's something to bring up with Fiddler in the main thread to see if he wants to change the phrasing to be more comprehensive.
To put things in proper perspective, Germany also blocks any sexual content games, which would thereby also completely prohibit all of them from the train, if your approach were to be implemented. Which, I mean, I'm sure some would agree with blocking out that particular example, but you can see from that why including region blocks as a prohibition can be problematic for events.
