Pray. Technically, you can redo it as a region-locked giveaway, but there is little point; even the people in the their game's region can activate this just fine. Since this was never bundled, there is little chance for you to end up in a long reroll chain.
I have a guestion, if i buy it on humble, indiegala, etc. and activate it on my account, will i get normal international version or just get the same Eastern Europe edition?
The only way to get New Vegas RU is to buy it on Steam or to be unlucky with the gray market. All sellers sell keys for the international version. Anyone can activate it without issues.
It is not available in Hungary (it was originally available for years, then it got nation blocked), so I think you should mark it as not reedemable there.
Considering the ethnic makeup of the site, check the winner, they might have the Eastern European edition of the game already.
