This one is probably restricted. Based on your profile and if the source is a Humble bundle, your key can only be restricted: either for China only or not for RU/CIS. Which goes against the rules of the train

It's not China only. None of my games are. I live in China, but I am an American, and my Steam profile is American.

It is still restricted if it comes from a Humble bundle, either excludes Germany & Japan or RU/CIS
Most probably all keys are restricted: https://steamdb.info/app/265550/subs/
