As the giveaway creator, you can choose the whole package to go to someone who doesn't own any of it or you don't mind as long as they can redeem some of the bundle?

It's ok for them to enter the whole thing just for the DLC, I think. Steam just won't give them an extra copy of the base program when they redeem the key.

You go for it :-) I'm happy to give it away, it's in a Bundle at the moment so anyone who wants the base software can get it very cheaply anyway.
