Also, you can't put rules to public giveaways, if the winner is not suspended at the moment, you need to give him the gift.Even if he broke the rules, now he is not suspended, so it wasn't something really important I guess ;)

I am well aware of the rules. This is no special rule,if a winner has not been suspended for an not activated gift I can always report him,even if I have to give him the gift. Besides that it can be a reason for reroll,when you do a reroll you can select from a list of reasons and "not activated a win" is one of them. Only if the winner already was suspended for his violation the report will be invalid.
So yes,this giveaway has no special rules.
