That is a great piece of art work! Unfortunately I can't name most of the characters, but I see dragons from DBZ, Homestar Runner, Mulan and Pokemon (also is that Kazooie in dragon form?)

I can quickly recognize Toothless (and others) from "How to train your dragon", Spyro, Yoshi, the dragon from Shrek, the one from the Nevrending story, the one from Disney's "Sword in the Rock" (can't remember its english name atm.. it's the witch in dragon form in the battle against Merlin).. and some more I can't recall where I've seen them :v
ooh, didn't even know her name.. she's called Maga Magò in italian!
btw, on the left, above Spyro, isn't that her?
It's been a while since I last saw the movie but I recall those "spots" on her skin and those hair.. am I wrong?
perhaps it's not.. now I'm not sure anymore! ^^;

..and then my brain of kid merged those few impressions left with stronger memories from other Disney's movie I've seen lot of times. :v
