I can't control if a user has the game/DLC is able to enter or not.
That is left up to the SteamGifts system.
I understand. Just wanted to let you know so if there is any way to check if he already owns it that you can reroll or something. But on the other hand, I dont think anyone would be that stupid to own a 3 dollar DLC and enter for another copy :3
There isn't a reroll, this is a common DLC issue due to the separate DLC having their own IDs, as well as being bundled together in season passes and whatnot under a different ID.
If anything, it's Steam's fault directly, not even Steamgifts.
If the user already owns a key they win, it's a support ticket or they both get the business.

This DLC appears on user profile, so it's easy to check if the winner already owns it.
About DLCs that don't appear on user profile, you could add the winner on Steam and check here: steamcommunity.com/my/friendsthatplay/APP_ID
