OK, after people pointed out that I can't expect and definitely can't enforce rules based on human decency, I will just blacklist the winner if he didn't play the basegame.

It's tricky. Wouldn't a F2P game with 0 play time count pretty much as "not owning the base game"?
I wanna rule out those *** who auto-add all F2P titles to their library and then take DLC entries away from those who actually play them. -.-
Maybe rephrasing to "...didn't play..." might be better....
If support disagrees, so be it. Won't add any more F2P DLCs in that case and rather let the CV go to waste then. Or throw them at the Playing Appreciated group or something.

Yeah, I agree that it's an odd boundary case, but I doubt support would enforce it. Groups are probably a better target, or invite-only where you pre-screen or something, but that's work of course.
