Yes, I agree, but I don't mean to debate about the ideal world. Sorry for my confusing language. I mean I checked SteamDB, and I don't think Germans would have any trouble redeeming this key at all.

I wasn't confused at all. but there are other kinds of region locks as well. Normal region locks are based purely on price, this is based on German law. And like I said, no idea, so better to warn about potential problems even if there are none. If it works fine for them all the better. :)
