Steam didn't seem to list any country specific requirements, I know I have bought multi packs of games that I couldn't gift to Asia and/or some other countries but didn't see anything for Postal 2.
I know what Steam states clearly on it's page, it's not MY duty to check up on everyone's local laws. YOU are responsible for what products you choose to purchase/receive and therefor YOU are liable for any repercussions of receiving those goods.
