As far as I know, the game should be available for all regions except CN, HK, JP, KP, KR, TW, see here.

Overall it's a great game, although a bit daunting to get into. If you're coming into it with the same background as I did, you might find this Endless Legend guide for Civ V players very helpful.

Here's also a GA for the Tempest DLC as well. It lasts one day longer than this one, to give the winner here an extra chance.
