With CoH2 being given away for free, I guess someone would really use this, tho I still don't understand how it works - it's not kinda DLC, but I guess it does something for the normal version of CoH2 as well...I dunno, really.
If it works like CoH1's expansions, it gives you access to the game's multiplayer even if you don't own the base game, but only lets you play with this army. I'm guessing for owners of the base game it just adds this army to the ones they can use in multiplayer.
