The rules don't seem to state a minimum giveaway duration, only the earliest start date and a specific end date. So, a giveaway starting and ending on the 28th appears to be allowed.
That means if you're in Kiribati (UTC+14), you have less than 10 more hours (as of a bit after 23:00 UTC) to start a giveaway (which can last for only an hour, the minimum allowed by SteamGifts). Everyone in UTC+13 or less has even longer or can start longer giveaways. If you're on Baker Island (UTC-12), you have almost 36 hours to start a short giveaway! I hope I've taken daylight savings into account correctly, and that I've not screwed up the numbers...

I guess we could set a universal time, but historically Fiddler has just gone with local time.
So look at the clock wherever you are -- if it's still 9/27, feel free to make a cart. If it's flipped to 9/28, don't make a cart.
