Just to let you know that I can enter even if I already have it, you'll need to add the winner on Steam and send the gift through your inventory to know if the winner have it or not
You don't need to actually send the gift to check that.
So long as they're on your friends list, you can go to the store as if you're buying a new copy of the game/DLC.
Add the DLC to cart.
Click 'buy as gift'.
Click 'Send my gift directly through steam'
It'll show a complete list of your friends and label which ones already own the DLC. :)
