Like other people said, S.T.A.L.K.E.R. for atmosphere. S.T.A.L.K.E.R. feels closer to what being in a post-apocalyptic world would be like, imo. Fallout 3 feels kind of cartoonish. Not that it is bad, because it is not.
I'd get both, but S.T.A.L.K.E.R. definitely had more of a horror-survival movie type feel to it, while Fallout 3 was a straight up good RPG.

The 1st is a shooter with some rpg elements and the 2nd is a crappy shooter with light rpg elements. Personally, Stalker wins since it's better at what it tries to do and I enjoy the atmosphere / story a lot more (SoC anyway, but the other two are also good, even CS). If it was Stalker SoC vs FNV that would have been a lot harder, but I'd probably would have gone with New Vegas.

I played both, and Stalker was very boring and dull.
Also, Fallout 2 > Fallout 1 > Fallout New Vegas > Fallout 3. Tactics was a whole different game.

Fallout 3 is great for derping around. From what I've heard, S.T.A.L.K.E.R is more of a really cool FPS with incredibly bizarre/horro elements at points.

I think Fallout 3 is fun and STALKER is serious. I tried the first STALKER and didn't like it. Fallout 3 was similarly depressing and boring, but only at first.
I saw a show on TV called "The First Family" which is a sitcom about a fictional President and his family. I watched the pre-credits scene, and it was just bad, I had to shut it off. One of my current favorite shows is "The West Wing," a drama about a fictional President and his staff. They are completely different, though they address the same things. Both had a President's child having dating problems because their father (son in the comedy, daughter in the drama) is the President. But The West Wing handled it better, and based on my limited exposure to the other, is a far better show.
So as you can see, the same subject matter can be tackled in different ways, creating two widely different experiences. That's what I think.

Still have to play Shadow of Chernobyl and Call of Pripyat on my library but Fallout 3 and New Vegas was pretty amazing.
