( cheater - solo qeue, then i solo queue then we get to play together, does that mean i get VAC banned, or only those who play like , Cheater has invited you to play, i joined we go together "as a party".. )

Or to make simpler, buy steam keys so you won't get banned at all no matter what.
This makes buying gifts from steam looks like a bad thing and people who abuse the system will simply buy keys if they can't buy gifts anyway which only punish genuine users.

ok, so i'm the only that tough in.....
1-make new account (just for trade / gift games)
2-you put money in that account on sales and buy just 1 copy of the game you can gift (or more copies and you gift them at same time)
3-the guy get vac banned and can't buy again the game?? (easy, just make another account and repeat the process)
4-enjoy the rape to Valve about that new stupid sistem :).

As ever, I think VAC itself is the problem - it's always felt like more of a marketing and control tool for Valve than a serious anti-cheat solution.
In a way though, I'm curious about the potential positives of this change. If this rule is to be applied to all VAC based games and the developer can't choose to opt-out, then perhaps some of them will do the right thing and opt out of using VAC itself and start looking for/developing more suitable anti-cheat systems.

Is it you can't gift a game if you gift it someone already banned or someone you gifted but who got banned later? I am sure you can't be blamed for gifting a friend who had a clean record at that point and he got a ban after he accepted your gift? How does it work now?

If you're asking if it will ever work both ways and not just from Steam to GOG: No. I just don't see any incentive for Valve to do that.

I see what is happening here. People were buying CSGO for their alts and then hacking on them. They get vacced and repeat. Now they will have to go an extra step to get extra copies for their alts.
I remember Gaben saying a while back that most people who receive multiplayer games as a gift don't make it 10 hours in, so if people were actually going to play they would would just buy it for themself.
I see why people are pissed, but I'm happy that hackers are going to be risking their main account now if they are going to try to cheat.

Which brings us to a nice feature:
VAC-wise connect accounts via CC / PP. Client of account distributor gets banned, so do all others.
But then there's PSC / bitcoin, and it all doesn't matter anymore :/

They are doing that, but for linked phone numbers. There are public numbers, but many of them are already VAC banned, and buying a new SIM card needs a bit more work than buying a few stolen card numbers on the deep web. (For one, they have to actually go outside to get the SIM card. :D)

I know. Neekoo's idea was rather "interesting" in this regard.
Not a real protection anyways, i.e. i could easily order a dozen sim cards for <1 buck a piece, directly from a provider.

Yes, but only for VAC or game ban enabled games (basically, most online multiplayer ones).

Again, yes. They might say that this rule is meant to fight cheaters, but it's possible they actually made it for traders / resellers.

Like imagine you traded or gave away a copy of cs-go years ago , and get that restriction cause the guy got vac....
Also I can see a lot of resellers getting quite mad at this. Although that may be the main reason / target for this update....

guess it kind of sucks for people who trade, as now someone using hacks and cheats and crap can get you blocked from trading that game.. I guess
Bad for traders/gifters, I guess it's good for the whole community as hackers will have more difficulty getting back into games they've been banned from..

VAC and Game Ban enabled games can either be bought for your own account, or gifted immediately. They can no longer be saved to your inventory for trading purposes. If you gift a game to someone who gets permanently banned, you won’t be able to gift that game again.
