VAC and Game Ban enabled games can either be bought for your own account, or gifted immediately. They can no longer be saved to your inventory for trading purposes. If you gift a game to someone who gets permanently banned, you won’t be able to gift that game again.

I can only feel the tears of Garry's Mod and CS:GO gift traders.

Also, this is the end for mass-gifters and heavy traders. If I were to hate you in some way, I'd totally create a new account, buy CS:GO from you, get vac banned, and that's it. You won't be able to trade it anymore.

Well its good they are taking more of stand on cheaters and people who use smurf accounts.Though the side effect is this also hurts trading.I mean i am not a heavy trader but i will not be trading any of these games with strangers.I would like the option to gift games to friends and relatives so the risk is not worth not being able to gift anymore if some random i trade with cheats.

I get why they did it i mean it will do what it is intended to do even know some will cry its about killing trading which if they really wanted to they would have killed a long time ago by just disabling it.Though now that i think about it i am not sure there are better options at this point other then limiting accounts being created by linking them to a phone number or something like that.
