I'm having trouble making any sense of these clues. Man I feel dumb! It looked like you were replacing letters to give us a hint as to the cipher, but if that were the case then some letters stand for more than one alternate letter, which wouldn't really help anything.
I'm just as stumped as I was initially. Oh well, if I don't get it, I guess I don't get it...

Ok. Now I'm getting crazy.
For sure it is not simple ROT13 cipher. To add confusion, the above hint does not compute with the first hint (D=Q and R=K)
I hope, that we're not trying to crack Enigma-style riddle...
Maybe it is a stupid question, but what language is primary language in Ontario? French? Than maybe we should looking for something connected with AZERTY keyboards? AFAIK the alphabet is typical, Latin.

Nice work! I am still staring at the clues, baffled as to how the pieces fit together. Every angle I've tried has been a dead-end... None of the clues have succeeded in shedding any light on the problem for me, but have perhaps made me even more confused about the type of puzzle this is...

Maaaan, I am creating such a weird theories now... Could we get to know what are the symbols and their order(you know, x for small letters, X for big ones, and # for numbers)? And is it possible to solve the riddle based only on the basic info(the "clues" aren't really much of a help, more of the opposite:P)
