How do you open the links to the giveaways?
Invite only in the way to go. Public, of any level, tends to work out poorly, while Invite Only giveaways seem to end up much smoother, even if its Level 1 (or even 0) giveaways. Plus, it rewards people for actually going into the forums and making some kind of attempt at being part of the community.

you just have to accept some users made mistakes (unactivated gifts) and they won't try to fix them, they paid their infraction with a suspension.
and... getting suspended for not delivering games isn't worth it. if you want to follow the rules, you have to send the gifts.
just remember that if people don't change their habits and keep regifting stuff, they will end up banned. so take those gifts you send as sacrifices to ban offenders. :3

Everything you say makes perfect sense, and as someone who considers himself to be a mostly-rational person it should be easy to adopt. But it's not. It just feels wrong delivering anything of value to people who could very easily pay for their infractions the right way - by activating those games. I think whitelist-only giveaways are indeed the only way to go, and I'm a bit saddened by this.

Any time something is being offered, there will be people who attempt to abuse the system. Putting in barriers just slows them down, it doesn't stop them. There is no barrier that can absolutely stop all cheaters. It's in the nature of cheaters - they'll cheat to get around the barriers too. Since there's a CV system with 10 levels, they'll cheat until they're level 10.
From many generations of experience, it's now known that disincentives work far better than crackdowns, but crackdowns are far more popular. However, neither will remove the problem completely. Because CV is a type of currency here on Steamgifts. And with currency comes crime. (Rules-breaking, in this case.) Infractions which continue to multiply if left unchecked, and thus they must be policed. And with policing comes a reports system and bureaucracy in order to find those committing infractions. And with a reports system comes the need for reporting to be done by good citizens like you.
And so the cycle continues.

Is there some hidden list of extreme rules that were broken or something? 7 re-rolls in 9 giveaways is a bit much!

I'm afraid you will never be able to avoid the kind of people you're trying to avoid. You might reduce their number, but they'll be there always.
Also yea, clicking the mouse wheel. I open pretty much all the links that way, even if I don't plan to return to the source page again. Cursed be the pages where that doesn't work because their menu system is some javascript piece of potato. Also I would like to curse pages where wheel-clicking OPENS THE LINK IN THE SAME TAB (in addition to opening a new tab) ... I mean, really, guys.. I pressed the middle button because I WANT THIS TAB TO STAY THE SAME. One offender I can think of is Rotten Tomatoes. I just disabled all scripts from their site through uMatrix, but that isn't a perfect solution.

I am actually planning one puzzle for the beer thread. I should have done that when I created it, but was abroad and didn't have the time. In any case it won't be difficult and I need to first find a way to only let solvers with a clean rap sheet in. Not sure how to do that yet...
Bottom line: I don't consider puzzles to be even a remote solution for this problem, but I wouldn't rule out doing an occasional fun puzzle. Not the ones that make you want to smash the screen.

"Bad" winners taper off dramatically around level 5.
I am fortunate, however, in that lower-level giveaways are a useful tool to hand out suspensions to those who need one. It's like throwing your fishing net into the water.... D

Only 1 request for a new winner (which was denied, as the user already served suspension for the (relatively minor) infraction). 1 out of 9 is much much better than 7 out of 9, so perhaps not all hope is lost. Now let's see how my 9 whitelist giveaways end. Anything other than 0 reroll requests would be a disappointment, but let's see...

It seems that the combination of "invite only"+Level 4 gets good results. It requires a) being Level 4+ and b) finding the topic among other discussions. Also the fact that from the topic itself it's clear that anyone with multiple-wins/non-activated wins would be rerolled without hesitation helps, too, I think.
But I doubt it's failproof. At least you have found that this particular combination has good results.

I checked my recent train using sgtools (I'm a naive user so didn't do it before). None of the winners were marked as having obviously non-redeemed games (though some were marked for DLC, etc., which the site told me could be normal), except one, and that was because of a private profile.
What's your criterion for a reroll? Is it more strict than what I checked here?

I use the mouse wheel and for multiple links I have an add-on that allows to select an area by holding the right mouse button which detects and opens every link in the select area.

I recently switched (reluctantly) from doing mostly Level 1 and 2 public giveaways to Level 4. Filing support tickets after almost each giveaway (after doing the needful of course) isn't my idea of fun, and I was hoping Level 4 giveaways would reduce the number of regifters and other questionable winners. Unfortunately the results aren't much better, if at all. In the 9 Level 4 public giveaways I created this week, I had to file 7 requests for new winners, 6 of which were approved. Not good.
Let's see if Level 4 Invite-only works better...
