Well here is a 'only 100% trust worthy/a-bit of rule breaking' option...you could ask a friend that lives somewhere else to log on your account and buy the game for you, so you can get it (then you know changing the password again). Or try to use a proxy.

Why don't you create another Steam account and buy the games as gifts there, and then gift the games to your original account?. If you get banned, you fake account will be banned, because you will be using the proxy through your fake account to buy games.
Greetings!

Well the strange thing is Steam prohibiting you from BUYING games (I assume its any game and not just specific that have region block) when its a virtual purchase and there is already legit money into their own system.
As someone said you could try to use a proxy and say you were on a vacation, and use the same proxy for a few days.

This might work.
I am from the Euro zone, but have been living, playing, and purchasing games from Japan for 6 months, now I'm back in my country and I haven't had any problem yet.
Though I don't know if this has all to do with the last action from Valve (or attack, or scam, you name it) to people gifting between zones and how it might affect your particular case.

Proxy/VPN is not allowed. Might be banned for this by steam

How did you get the gamestop codes in your country aren't they US only?

This story is weird. At first I thought you were trying to use your card and couldn't because your country is blocked due to, maybe, lots of credit card frauds or something like that. But you are buying with Steam Wallet Credit, what the hell? They shouldn't block you from using it. I'm sorry, man.

yeah. i think they should have told me before redeeming these codes that i can't buy using them due to my country
it's a huge disappointment that you can't spend your money that is already in-steam
i think the idea for making those codes was to allow everyone to buy from steam
seems that i'll wait long so that i can spend those $$$

Wow, Steam really has it out for Palestine huh? If you had funds on paypal, I would've helped you buy the games from the US Steam store without any fees because it sucks you can't buy any Steam games from where you live. I think the best option might be to ask the trusted friend that got you the Gamestop codes to log into your Steam account and buy the games for you.

Hello Raied,
Thank you for contacting Steam Support.
Unfortunately, we are unable to accept purchases through Steam from your country.
I'm from Palestine and all of my games are from web-stores as keys
or by trading
i got some dollars using Gamestop wallet codes for steam
activated with no problems at all
when i tried to buy i see an error.
Talked to steam support and all what i got from them is a huge disappointment
Is there any other options i have ?
i have 70 $ and can't spend them :D
