I don't know if permaban will reduce fake giveaways... most fake gifters are registered for less than a week. Those accounts are made specifically for fake gifting. After ban, fakers will just create another one...

Fake giveaways are often created by new users who don't know how to use this site. Not just scammers.
By the way, why one would create a giveaway to not gift the game later and be banned? Kinda pointless.

Free points, maybe. If a gift farmer has 50 fake accounts and want more points to spend on giveaways, he could sacrifice one of the accounts, creating a lot of fake giveaways, so his other 49 accounts would benefit from it (alongside with everyone else on the site). Yeah, seems like a lot of work for little reward, but if the 2011 Winter sale taught us something, is that giftfarmers can go incredible lenghts to get free stuff.

Yes, seems like a lot a work to me too, but it seems to happen. New accounts are created probably with free/exploited/bundled games. Or maybe it's just noobs that don't read the rules. I don't really know.

+1. Most fake gifters have multiple accounts, but if each of them gets permanently banned, they might get tired after a while and stop creating them. I think this is the best solution we would have. It has it flaws, but I don't see any better option.

I don't know.. I don't think it's that prevalent that warrants immediate attention. It'd be nice to crack down on fake giveaways, but frankly they're not very hard to spot.

I do, there are a lot of regular Steam users with around 100-200 value on their accounts.

It all depends on the kind of people we want to have here too. But I'm perfectly fine with everybody as long as they abide by the rules.

They will proceed if they do meet the requirements and go along to finishing their giveaway. -OR- When they create a giveaway, there will be message pop ups when they select a game asking if they are in possession of the code or gift or whatever, if they choose yes then they will proceed if not then they will not be allow to create a giveaway for a while and there would be a message saying read the rules or something like that. -OR- My third option just put up a HUGE sign saying READ THE RULES and there will be this tiny as button that you could barely see it, that's hidden in the rules. So like an i in a word or the letter o could be the button, Idk something atleast.

Some kind of bot system, like on this site starting with a letter P. Creators HAVE to give gift or key to a bot, but this would eliminate giveaways where creators are GOING to buy a game after end of giveaway.

Once gifters giveaway is closed he is no longer able to enter new giveaways/win giveaways/or even earn points until his gift is confirmed recieved. good point, maybe modify this into a "if you've won more than you've given away" for first 5-10 giveaways or something. Or have it apply to account with a value below a certain contribution value.

I think there should be a huge warning for people that are making their first giveaway. Optionally, there could be a one-time check if the gift is in the user's inventory for his first giveaway. True that people can gift cd-keys, but if SG enforces that the first giveaway is a gift from the inventory, theorically NO ONE would mistakenly create a fake giveaway due to lack of knowledge.

I only see one or two and they are pretty obvious with gifting games like Black ops 2 type of game from a new user with little in their steam accounts.
