Isn't that kinda a lot of work...to get multiple steam accounts with 100 dollars worth on all of them jut to put up fake giveaways?

Fake giveaways are often created by new users who don't know how to use this site. Not just scammers.
By the way, why one would create a giveaway to not gift the game later and be banned? Kinda pointless.

Free points, maybe. If a gift farmer has 50 fake accounts and want more points to spend on giveaways, he could sacrifice one of the accounts, creating a lot of fake giveaways, so his other 49 accounts would benefit from it (alongside with everyone else on the site). Yeah, seems like a lot of work for little reward, but if the 2011 Winter sale taught us something, is that giftfarmers can go incredible lenghts to get free stuff.

+1. Most fake gifters have multiple accounts, but if each of them gets permanently banned, they might get tired after a while and stop creating them. I think this is the best solution we would have. It has it flaws, but I don't see any better option.

I do, there are a lot of regular Steam users with around 100-200 value on their accounts.
It all depends on the kind of people we want to have here too. But I'm perfectly fine with everybody as long as they abide by the rules.

This is just them creating a giveaway since most people tend to just go "Oh look, I can choose a game in this giveaway and the will give it to me"

Once gifters giveaway is closed he is no longer able to enter new giveaways/win giveaways/or even earn points until his gift is confirmed recieved. I swear I'm not bitter at the leech who after a year finally did a giveaway for a $1 dlc and has made zero attempts to contact me after 2 days even though he's been on both steam and steamgifts for at least 12 hours each since it ended. for anyone who cares you can find him here http://www.steamgifts.com/user/Remax

good point, maybe modify this into a "if you've won more than you've given away" for first 5-10 giveaways or something. Or have it apply to account with a value below a certain contribution value.

I think there should be a huge warning for people that are making their first giveaway. Optionally, there could be a one-time check if the gift is in the user's inventory for his first giveaway. True that people can gift cd-keys, but if SG enforces that the first giveaway is a gift from the inventory, theorically NO ONE would mistakenly create a fake giveaway due to lack of knowledge.

I only see one or two and they are pretty obvious with gifting games like Black ops 2 type of game from a new user with little in their steam accounts.
