There really should be some system that checks the list of games someone won, and block them from reentering giveaways for the same game once a week has passed if it hasn't either gotten confirmed and activated or marked as not received.

Nah, I can multitask there will never be a point that I ignore the rules and good practices to giveaway something here. If I don't care who gets it or what happens to it, I'll drop it in a chat somewhere haha.
I do partially blame the Steam API and how it handles DLC for part of it, part of it comes down to users not remembering what they own and just entering for stuff and part of it comes down to use the users who give a crap to keep up on keeping people honest.

Yep, when I see DLC on my giveaway list I immediately click on the store link to see if I own it already, and if yes, add it to my ignore list.
My ignore list now contains over 1k games, and all of them are DLCs.
It works, although invite-only gibs still catch me from time to time.

I've seen this sort of stuff frequently and they tend to get a quick suspension and be back in business OR they've already served their time and I have to give them the game anyways. :/
