Gray market, possibly. It's super cheap on those sites, just like Bulletstorm Full Clip Edition. I don't know why some unbundled games are so inexpensive on G2A and the likes, but yeah... some users definitely grab those to get full cv.

Yeah, that's what I was thinking too. Still, in Cat Quest 2's case, I thought that maybe there were also some curator keys in the lot. Some curators definitely trade/sell keys they've obtained from developers.

Yes, it give a good bunch of crap curations that sell keys and that throw a bad light on all curations mine too in the end :o(.
Someone should report them to the devs (i don't have time for that).
And yes, Bulletstorm is since many month reduced cv. I reported it with a lot of links to cheap offers for around 1-2€ (but 40cv before).
Some "generous gifters" have lost in one go 200-300cv^^ and some a level or two too.

At least, the Valve people made an attempt to prevent the trading/reselling of curator keys when they rolled out Curator Connect. It might not have fixed the issue entirely but I would guess that it helped reducing the number of keys being traded/sold. If I were a dev and a Steam curator reached out to me to get free keys instead of using Curator Connect, that would certainly raise red flags in my mind.

The most devs give keys instead curation copies AND different curations sell this curation copies too (i know at least 3 that do it -and from all of them are the owner on sg active [with the same "gifting behavior"]).
The Buyers get then a invite into that group, get promoted to moderators and can then take the copy of the bought game.
Shady and ugly.... but till now have steam not done something after my reports of that stuff.
And sg didn't too (of course i reported it...) [but to be fair its a difficult thing for sg]

Hang on. Am I understanding this correctly? A "shady" curator could just add a buyer to their group and gift them a game received through Curator Connect? If that's the case... well... damn. Well, yeah... I guess you're right here. Those who keep farming cv that way certainly know that they shouldn't be getting full cv. Although I do disagree with you saying that this would not bring anything... I mean, it could bring them a few blacklists. :3

I am surprised that people buy/trade when they know they get their game/key that way.
But i learned from it that the price are for a good bunch of people the only "interesting point".
