In order to make a new account to win this game you will need:

  • $100 worth of games on it
  • $31 of giveaways on the site
  • Oh and both of your accounts will be banned when the staff finds out about it

It would be easier just to buy Skyrim.

The point of the rule is to give a better chance at winning a good game for those who haven't won anything yet.

The fact of the matter is that anyone giving away anything has a right to stipulate who the recipient will be. Making a giveaway for people who are unlucky while preventing those who have been truly unlucky from entering seems counter-intuitive, though. I understand the desire to keep "moochers" from jumping in, but there were other (better) ways of doing that.

Um, I did not intend to offend anyone with this giveaway. I targeted a group of people - people who gave something to the community (namely, $1 more than a few bundle games) but haven't won anything so far. It was not meant as an insult to those who did not make any giveaways. It was just the means to limit the number of entrants and increase chances of winning for each one of them, and hopefully an incentive for those who haven't contributed anything yet to do so (because user contribution is what SteamGifts is based upon).

This giveaway was not the only Steamgifts giveaway at that time. Those who were not able to join this one due to limitations, were free to join a hundred of others. Sure, not all of them were Skyrim giveaways, but this was my choice, and I feel that the limitations I chose were fair.

I did not mean to impugn your honor or anything like that. The truth of the matter is that you are the one giving something away and you have every right to choose the recipient. If I had the money to give more to the community, I would have done so before this, but I do not. If that means I can't afford to enter some giveaways, that's just too bad for me. Please understand, however, that some of us have low contribution values not because we're stingy or tight-fisted but because we simply don't have the money.

This is perfectly understandable, and I have no problem with that. But as I said - I did not apply the contribution limit with the evil intention to piss off those who are not able to give away games. The contribution system is not perfect, but it's the only working incentive we have to encourage people who can afford to create giveaways to actually create them. Unfortunately, this may also affect those who cannot contribute. In the long run, more giveaways requiring contribution means more public giveaways from new users and those who finally decide to increase their contrib. value.
