I hardly worry about games I give away after I've given them, but I always check first whether they have activated all their recent won gifts. If they haven't activated a gift recently, not only do they get a suspension, they don't get the game they would have won from me.

SGTools won't work if the profile is private.
If you have a winner with a private profile, you can create a ticket to request a new winner, we'll check and either reroll or tell you it's ok to send the game.

No. Private profile doesn't necessary mean they have something to hide. Most will just accept your friend invite and let you check for activated games without any issues. If they don't, you can always do as TJ said and support will check it and deny/accept the reroll.

No, it's allowed to have a private profile so that itself can't be ground for a reroll.
