Should regifters get a harsher punishment?
Should i report a person who registered 1 day ago and regifting or just wait him to respond to my message on giveaway page?

You can do both if you like, but leaving them a message will have a more immediate effect.
They'll get caught for the re-gift the next time their account is synced.

I got tired of doing that job, and the people trying to misuse the coupons were annoying me too much, so I threw in the towel ;)

I once regifted a game simply because the rules didn't mention what to do once you win the same game twice (asking for a re-roll, which I couldn't know at the time even though I read the rules(simply because it isn't stated in the rules)). I got a suspension for that.
I agree that re-gifters who knowingly bypass the rules should recieve a harder punishment. And in some instances you can clearly see who is willingly breaking the rules. A permanent ban could be in place for such repeating offenders.
However, in cases where it isn't as clear where the difference lies between willingly or accidently regifting caution is advised.

Did you mark both wins as received? The rules state that all wins must be activated, and obviously you can't activate both wins.

I marked the win as recieved since I recieved the Cd-key. Not knowing what to do with a game I had already won I made a giveaway for it. Nowhere in the rules is mentioned that in such a case you have to ask for a re-roll. As something that might seem clear for users who have been using steamgifts for a while (and for me too now), it wasn't clear for me at that time since it was in the first two weeks that I'd been using steamgifts.
Technically I didn't break any rules. I however broke the 'common law' of this site. So I recieved a suspension. But what bothers me the most is when I went to the steamchat to ask for an explanation since I didn't quite understood what I got a suspension for I got banned from the steamchat. Made a support ticket for that 4 months ago but I'm still banned.

Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

My entire point is that they should add a line in the guidelines where it states what you have to do in case you win a gift twice. Which is asking for a re-roll. Nowhere does it state what to do in case you win a gift twice.
And since I was new the logical thing to do for me was to give the game back to 'the community' and make a new giveaway..

As soon as you made a giveaway for the game, you broke the rules, hence the suspension.
Yes they probably should put the re-roll situation in the guidelines, but that still doesn't excuse the re-gifting, which is most definitely in the rules. ;)

I deserved that suspension. I'm not argueing with that.
It just felt wrong that when I went on the steamchat I got banned for it.
And to come back to this thread. As my situation illustrates, it isn't alway clear if someone is breaking the rules willingly or accidently. And therefore caution is advised :)

you marked both keys as received but you only activated one, so you broke the " all keys activated" rule. Without activating a key you don't know if the key is valid or not.

If the user has been online on the site since then, especially several times, and refuses to communicate, you can send support screenshots on your communication attempts (especially if you sent the key in email too) and ask for a forced receive feedback.

It's really annoying to see so many honest people not winning keys in massive giveaways (like ApolloX, Stop Online, to mention recent examples), only to see tons of people regifting the keys they won on that giveaway.
But there's something a lot harder to track, and I've seen cases like this, and it seems to work like a charm for them (no, I'm NOT recommending it):
It's frustrating, to say the least. I try to report them, blacklist them, but I hardly see any punishment being enforced rather than a short suspension after regifting a few games. I think SG is too lenient. Not reading the rules is NOT an excuse for not following them. I'd say AT MOST 1 single warning suspension before a perma-ban.
