OK, lets just ignore the fact that with "entries limit" GA you would have to be just in time to be able to join it before orthers, so your probability of winning isn't really higer...
Popular GA that is open for week usually have 2-3k entries, but if its open for hour or two there will be around 300-600 entries.
Popular GA with time limit would be full in hour anyway, so whats the difference?
If you don't want to too many people join your GA then set time for an hour, set higher lvl, use SGT or make invite-only GA then delate link to it when too many people join.
Current system allows you to limit or even determine amount of entirs, and gives you far more options to decide how those giveaways look like. Many people use those options.
So basically you just want to limit ga-creators possibilieties .__.

SGTools already doing something is not really an excuse why the site shouldn't implement a better version of a feature :) one can just avoid the gate by getting a direct link, as the feature only blocks the link to be shown. With a site-level integration it could block simply the enter giveaway button, while description would be still visible, to be further used. I'm fine without the whole limited-entries feature for now

The real issue is bot/leech accounts. Eliminate those and actual users will have a much greater chance.

It's all awesome as it is right now in my opinion, never had a problem.
I only join giveaways of three types:
Since I've got tons of games on my wishlist and I don't want to use my points here on giveaways with tons of participants. It's just my way of living this awesome website: my giveaways often have hundreds or thousands of entries, and of course they all have a winner :)
The only problems as everyone said are created by bots and autojoiners, nothing else. Doing something the OP suggested would signify basically open every possibility to bots and leeches, ten times as it is now. We don't really need these things.

You have to keep in mind, EVERYONE has the same chance of winning.
