It's really funny how most people whining in this topic are low levels or what i would consider leechers and don't really understand that (IMHO) mostly good things can happen from implementing this. Region restricted GA were happening all the time, it was just in private GA or in private groups and you didn't saw it... and suprise you won't see it now either since it will be hidden.
I have revelation for you all: CV DON'T MATTER ANYMORE. There are no "Steam complete packs" giveaways for high levels, heck you will rarelly see lvl 5+ GA. Most "good" GA are given away in groups; 80% of them are really "game exchange groups", not giveaway groups since they are all anal about their silly ratios, or have mandatory monthly GA. Even if someone will gain big level doing only region restricted GA, when he apply to a group he will be probably ignored because "game exchange groups" will be worried he won't be able to prowide ROW games.
So please tell me how it's a bad thing that we will have more giveaways on site even if you can't enter them?

^makes a giveaway to reach level 7 from level 6.99, drops down to level 6.98.
so as we can see here, even if you have a huge level, gaben cg eats your level anyway.

Are Invite Only or Steam Group giveaways going to following these rules too?Cause sometimes they are open for one region.SG is gonna remove them ?

I mean if I created a Invite only or Steam Group only giveaway with region restricted(not in the list like Japan) key or gift,but I only invite Japanese or the group only have Japanese, steamgift is going to remove this giveaway?

If we see this giveaway or if it's reported by someone, yes, it's going to be removed. The site guidelines state:
Region restricted gifts and keys are allowed for a select number of regions. If you have a gift or key for another region, it should not be posted at this time.

I'm happy that this was added, this crap steam's been doing with many countries now is unfair..
I have to deal with a "not received" gift here simply because I didn't know I had a region locked gift that I tried to give it here..

Hi SG, we have an exciting update for the community today, allowing users to create giveaways for gifts or keys that are region restricted.
How do I create a region restricted giveaway?
If you visit the create a giveaway page, you'll see a new section with the name Region Restrictions. At the moment you're able to select from five different regions: Poland, RU+CIS, SE Asia, South America and Turkey. This list will likely expand in the future to include other popular regions that are available. If you have a gift or key for a region that's not listed, we ask you not to post it at this time. Giveaways incorrectly listed, or region restricted giveaways created before this announcement will be removed.
How do I know if a giveaway is region restricted?
Region restricted giveaways appear in the giveaway list with a globe icon, and you'll notice the region name is visible next to the icon when viewing the giveaway. If you click these icons, you'll see a list of countries within the corresponding region. You'll only see giveaways on the homepage that are region free, or giveaways that are within your region. If you try to view a giveaway for another region, you'll see an error message.
How do I specify my region or change it?
As of yesterday, users select a country when registering on SG, setting their Steam region. If you're already registered, your IP address determined your country, and it can be viewed on the account page. Please double check this is accurate, and you're entering to win giveaways for the correct region. If the country is incorrect, and you're entering giveaways for another region, you'll be unable to redeem any games that are won, and we require all gifts or keys to be activated on your Steam account. If you need the country to be modified, please submit a ticket, and we'll adjust it for you.
Do region restricted giveaways contribute to my SG level?
Yes, region restricted giveaways function the same as every other giveaway, and follow the same rules for calculating value.
