Hi SG, we have an exciting update for the community today, allowing users to create giveaways for gifts or keys that are region restricted.

How do I create a region restricted giveaway?

If you visit the create a giveaway page, you'll see a new section with the name Region Restrictions. At the moment you're able to select from five different regions: Poland, RU+CIS, SE Asia, South America and Turkey. This list will likely expand in the future to include other popular regions that are available. If you have a gift or key for a region that's not listed, we ask you not to post it at this time. Giveaways incorrectly listed, or region restricted giveaways created before this announcement will be removed.

How do I know if a giveaway is region restricted?

Region restricted giveaways appear in the giveaway list with a globe icon, and you'll notice the region name is visible next to the icon when viewing the giveaway. If you click these icons, you'll see a list of countries within the corresponding region. You'll only see giveaways on the homepage that are region free, or giveaways that are within your region. If you try to view a giveaway for another region, you'll see an error message.

How do I specify my region or change it?

As of yesterday, users select a country when registering on SG, setting their Steam region. If you're already registered, your IP address determined your country, and it can be viewed on the account page. Please double check this is accurate, and you're entering to win giveaways for the correct region. If the country is incorrect, and you're entering giveaways for another region, you'll be unable to redeem any games that are won, and we require all gifts or keys to be activated on your Steam account. If you need the country to be modified, please submit a ticket, and we'll adjust it for you.

Do region restricted giveaways contribute to my SG level?

Yes, region restricted giveaways function the same as every other giveaway, and follow the same rules for calculating value.

Regifting isn't allowed on steamcompanion either, as far as I know. Also, you weren't allowed to make a region locked GA before yesterday on this site, even if you mentioned the lock in the description.

First of all, I'd like to say it's great to see that cg keeps updating SteamGifts with functionalities, thanks a lot for the effort!

Besides that, there is something that troubles me (as well as some other users as far as I can read) and that is the CV impact such a change has. So far we know that CV is calculated by the US Steam store price which could be considered unfair for those using the European store, but we got used to it eventually. Before the Euro-crisis we mostly had 20%-30% higher costs per game compared to US or 50%-80% higher costs compared to RU region, so most of us used to trade for cheaper copies from those regions. Members didn't mind on Russians (for example) getting more CV for lower actual price, since we kinda did it ourselves by trading. We all paid the same (more or less) for the same amount of CV earned, thus CV had a meaning.

After region restrictions were applied though, everyone had to gift region restricted games which meant greater costs for everyone, more even for Russians. So I can see why region restricted giveaways were needed. We can't keep using US store as a reference though since now different region members can pay way less for the same amount of CV, which feels unfair since there is no workaround this time.

I don't think we should remove the CV system entirely, but I do believe it should be adjusted, or even splitted like it was suggested before and illustrated here. Since you know the region of each giveaway now, you can either add the equivalent in points for that region, or use another "bucket" of CV for region restricted games. I would like to know in a glimpse if a level 7 user had mostly region restricted giveaways or ROW.

And how is that different to someone buying a game in a $1 bundle and someone else buying the same games for $20 in the store? They also get the same amount of CV. The prices are lower in these regions because the purchasing power is not the same. If anything it's more fair now because everyone has a somewhat similar purchasing power.

The bundle CV calculation is somewhat handled since it does not give you full CV. I agree that the purchasing power is not the same and that is why I would be ok with having just different buckets of CV.

Would you consider giving RoW gifters the ability to exclude people in region-locked countries from entering our created giveaways?

I want to give the EU2 people in particular more of a chance at winning as right now they're often in similar financial position to many of those in region-locked countries. The people in region-locked areas can enter for everything they can, thus giving them more competition for wins but they can't enter for the region-locked stuff. I see that as a disadvantage for those in the RoW.

It's not something I'd want to use all the time if the option was there as it would feel a bit discriminatory even if it could be argued that anyone making a region-locked GA is being discriminatory themselves. I also realise that allowing region-locked gifts was done to enable more people to gift, not to encourage people to exclude. Still, the ability to make my GA's for RoW people only should I choose to would balance things a little imo as this new system does sound a bit unequal.

I don't even know how much I like the idea myself because of the discriminatory aspect I mentioned, but the thought popped into my head so I'm typing it. :p

You're right, it's sort of discriminatory, but it's not an awfully unfair idea. It could lessen the drama to have this option for people who want to use it.
It could also give a solution to the winners-traders abuse, I mean those people in region-locked price countries that win a ROW game, buy it for them at cheap local price, have a clean SG profile because they have the game in library, and sell the ROW game for profit.

CG, you should have level based on ones region also. so, each ppl have two level. level based their region from their region-lock game and global level from their non-region-lock games.

You can put a option to hide giveaways that are region locked, but we can choose a region to don't hide. Por example, I don't want to see giveaways that are region locked to Turkey, but I want to see giveaways that are region locked to South America.

As far as I know, there are a lot of games that can be activated in Germany from a ROW copy even if they're not sold there. (But, there are a few games with such restrictions.) But I think the publishers are to blame, not Valve.

У таких раздач есть изображение земного шара. Вы увидите только раздачи доступные для активации в вашей стране на главной странице, то есть без регионального лока (доступные для активации по всему миру) или раздачи игр с региональным локом, доступные для активации именно в вашем регионе. Если вы попытаетесь просмотреть раздачу для другого региона, вы увидите сообщение об ошибке, что не можете принять в ней участие.

Как мне выбрать свой регион, или изменить его?

Вчера новые пользователи, выбирали свою страну при регистрации на SG. Если вы уже зарегистрированы, по вашему IP-адрес, определили вашу страну и он может быть просмотрен на личной странице(в параметрах). Пожалуйста, проверьте правильность вашего региона, чтобы вы могли выиграть призы доступные для активации в вашем регионе. Если страна является неправильной и вы вводите раздачи для другого региона, Вы не сможете активировать выигранные раздачи. Напишите заявку в тех.поддержку SteamGifts, чтобы изменить вашу страну на правильную.

Начисляется ли контрибуция за розданные игры с региональным локом?
