Yes it can be buggy, Yes it can become boring, but the heart of Skyrim lies in it's mods. Look at it more like a mod engine, there are loads of mods out there that do amazing things for this game.
I would say Skyrim, since if it becomes "boring" just throw more mods on it.

I played only skyrim and with workshop its one of the best games I ever played
The graphics are amazing and after you finish the game you got so much things to do , this game never ends ! :)
And the community mods are just amazing , you can play easly hundreds of hours and still have fun :)

One more thing. Are characters in game important for you? By that I mean, do you like strong characters, those that matter and you "care" about them, you like to know them, etc.? If yes, you will be slightly disappointed with Skyrim. The whole The Elder Scrolls series is known for weak, forgettable, and uninteresting characters.

Witcher 2 is great game, BUT with Skyrim you have much more possibilites in the long run, thanks to all those sexy mods !
